Due to advancement in stone tools etc it became possible for us to produce more than we need. This surplus was seized by a minority, who needed special apparatus to defend their class rule and the surplus, this special apparatus is the state.

Will every single one of the thousands of decisions made every day by the state, be made by majority vote? Will the people go to the polls every day to vote on 1,000 issues? And what if the majority's decision is wrong? Is the majority qualified to decide, for instance, how to design a rocket?
